Here's a program I've used for a long time now. I really don't want to pay for photoshop cause I don't do fancy schmancy thingies that often :)

A good alternative to MS Paint, which is great if you only want to do light photo editting. Another alternative to this is Windows Live Photo gallery. It is an application in which you can organise your photos and also fix them. You cannot draw on the photo's like in paint, but you do have a fair few options for correcting the photos, such as contrast, brightness, shadows, higlights, greystyle etc.
However, I prefer something like Phtoshop, but without the Hefty price tag, so I use Gimp. Gimp is a free alternative to Photoshp that is a good substitute for it. I use it when editting some photography, such as only having parts of the photo in colour and others in greaystyle (very effective :) .) As with Photoshop, it does have alot of options, and can be tricky to use (I haven't even scratched the surface with using it). However there are manuals and youtube videos on how to make the best use of it. I'd strongly recommend Gimp :)

There's also www.pixlr.com . I've used it once. Just to check it out. Already have Photoshop so, I don't need it.
